I haven't come across this tubing before. Anyone of you clever folks know anything about it?

MountGowers link says pretty much what you need to know.

If you want lugged Reynolds steel, 631 is the 'replacement' for the best cycle tubing ever, Reynolds 531 (of course!). Reynolds 853 is only suitable for lugless TIG welding.

My dream road bike currently being discussed with a frame builder:

Newvex lugged 631, with 725 stays, threaded 631 fork, to be built up with 8 speed down tube shift Dura Ace/Ultegra/Sugino/Phil Wood/Mavic.
