Pops old Cecil

Cleaning out pops old shed and I found an old Cecil walker.
Wanting to find out about it. I know he rode back in the 70’s when I was a kid and the he got it as a kid. Hoping you can help me here. It’s purple with Cecil’s face and Elizabeth St address on the frame with gold pinstripe on it.
