I recently acquired a Paris TDF frameset based on the serial number it would be made in 1948. I'm trying to establish whether the paint job is in fact 67 years old or a respray done in the 1970's.

V-CC membership might be worth considering. It allows you access to the Marque Enthusiasts
It also allows you access to back issues of The Boneshaker and News and Views.
please note they are not Marque Experts. There has been a lively discussion recently on the role of the ME's and attempts to develop a more even approach.
I can order the book you are after if you want as I joined when I bought the Hobbs.

This my frame (I say 'frame' as I've just been too busy to build it up):

All the graphics are stencilled on with the exception of the single decal on the seat tube. Nick Tithecott at H Lloyd Cycles has the proper varnish slide decals, repros made up in the 1980s, apparently. The one on my frame is from him. IMO Nick is one of the 'greats' in the vintage cycling world.
I have the artwork for the stencilling on my frame. If you would like me to send it to you, send me a PM.
I can't say of your paint is original or not. PARIS frames were known for their striking paint schemes - I was rather shocked when I realised that far from everything being dull in the late 1940s there were actually these paint schemes - and such is the unusualness of yours I would say it was certainly possible. You might get an indication from taking the steerer out of the head tube and looking for overspray there, if you haven't already done that.
Otherwise, you have a very nice frame there. It looks identical to mine. You are very fortunate that it has its original seat tube clip. They're almost impossible to find and very expensive when they do appear for sale, even with all the chrome gone. They're chrome plated bronze, I believe.

Interesting that the seatpost collar used on the bike is exactly the same as the one that Viscount used on the Dura Ace equipped Super Bike that I have.
