The zero tolerance on display is zero tolerance for being caught, not zero tolerance for doping to meet unrealistic performance expectations placed on their tradable commodities, aka the riders.

I mean really ?
It was suspected that he was dodgy at the time, but now the UCI suspend a rider that last raced in early 2014.
Are they really that useless ? I mean, it seems they are either super slow or can't fight a decent battle as they can be out-lawyered …

And in another 8 years time if they find an issue with Froomey's biological passport they will declare Wiggo the winner. Where does it end? I think they should just disqualify Cobo and declare the race had no winner, like they do for the Armstrong years of the TdF. If they didn't do that then Cadel may end up being declared the winner of the 2005 Tour after finishing 8th behind Armstrong, Ullrich, Vinokourov, Liepheimer, Rasmussen etc.
